i dont know any websites that do that but the program i use can be used to make gifs and stuff

i always have free time but im lazy, yes it is complicated but if u keep fiddling around u might figure it out

with gimp i think u can do that, u just have to add the effects after u import the pic,

i dont know alot about gimp, only simple stuff, i tried drawing in it and it made it too complicated

this laptop doesnt have much programs, it had but they were trial versions
